Salary: Master Pay Scale Point 27 (HK$55,995 per month) to Master Pay Scale Point 33 (HK$73,775 per month)

Entry Requirements:

Candidates [See Note (1)] should have –

a First or Second class honours bachelor’s degree in Electrical Engineering, Electronics Engineering, Information Technology, Economics, Statistics, Finance, Accounting, Law or Business Administration from a Hong Kong university, or equivalent;
4 years' post-graduate experience in the relevant field, preferably in the telecommunications sector, or equivalent; and
met the language proficiency requirements of ‘Level 1' results [See Notes (2) & (3)] in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent.

Candidates are expected to –

have good analytical abilities, communications and interpersonal skills; and
be self-motivated and able to work under pressure to deliver quality outputs and meet tight schedules.

Proficiency in Putonghua would be an advantage.

Notes:

Applicants should have met the entry requirements on or before the closing date for application.
Results of the Use of Chinese (UC) and Use of English (UE) papers are classified as Level 2, Level 1 or Fail, with Level 2 being the highest. Candidates who have sat for the CRE for more than one time should submit the best valid CRE results they have obtained.
For civil service appointment purpose－
(i) Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE.

(ii) Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.

(iii) Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to ‘Level 2' in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period (i.e. from 21 August 2020 to 3 September 2020).

(iv) Candidates who do not possess the requisite CRE results, or equivalent, but have filed an application for the coming CRE to be held in October 2020 (tentatively on 10 and 17 October 2020) in Hong Kong or will file an application for the coming CRE to be held on 5 December 2020 tentatively outside Hong Kong may also apply. They will only be considered for appointment subject to their obtaining the requisite CRE results in the aforesaid examination. Applications for taking CRE outside Hong Kong will be called later this year (Any updates of the examination arrangements will be announced on the website at www.csb.gov.hk/eng/cre.html). Candidates should indicate that they have filed/will file an application for the above CRE in the submitted application form [G.F. 340 (Rev. 3/2013)]. As the Office of the Communications Authority will request the concerned candidates to update their latest CRE results by email in the course of the recruitment process, candidates should ensure that their email address provided on the application form is accurate and should pay attention to the relevant email (if applicable).
For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge. The BL test result will constitute an appropriate weighting in a candidate's overall assessment.

Recruitment Written Test:

Eligible candidates will be invited to sit for a written test in Hong Kong on a fixed date before the selective interviews. The written test is an essay-type written paper comprising English and/or Chinese questions which aims at assessing candidates' presentation skills as well as analytical and organisation abilities.

As it takes time to process all applications, an invitation to the written test does not imply that the candidates' qualifications meet the entry requirements of the post of Regulatory Affairs Manager.

Main Duties and Responsibilities:

A Regulatory Affairs Manager is mainly deployed on –

providing professional advice in specialist areas in connection with the regulation of communications services and sending of commercial electronic messages (CEMs);
monitoring the telecommunications market and advising on its implications on the development of the telecommunications industry, the regulatory framework, and the interests of the consumers of telecommunications services;
investigating complaints under the Unsolicited Electronic Messages Ordinance and monitoring the market situation in respect of the sending of CEMs;
providing support in research and analysis of policy and regulatory issues, including drafting of information notes, policy papers, guidelines and codes of practices;
evaluating licence applications, enforcing licence conditions, regulations and industry code of practice and handling other licence administration matters; and
processing, reviewing and/or investigating cases in relation to anti-competitive conduct, mergers and acquisitions, misleading or deceptive conduct or other unfair trade practices of communications service providers.

Terms of Appointment:

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.

Candidates who apply online should quote the online application number on the envelope and every page of the supporting documents.

Applications which are late or incomplete, not made in G.F. 340, submitted by fax or email, or without attaching or with late submission of the SIS and supporting documents (if applicable) after the specified deadline, may NOT be considered.

Candidates who are selected for written test will normally receive an invitation (by email or by post) in about eight weeks from the closing date of application. Those who are not invited for written test may assume their applications are unsuccessful.
