Salary: Master Pay Scale Point 13 (HK$29,500 per month) to Master Pay Scale Point 23 (HK$47,820 per month)

Entry Requirements:

Candidates [See Note (1)] should have –

    1. a Diploma or Higher Certificate in Electrical Engineering, Electronic Engineering, Electronic and Information Engineering, Electronic and Communications Engineering, Information and Communications Technology or Telecommunications Engineering from a Hong Kong polytechnic/polytechnic university, the Hong Kong Institute of Vocational Education or technical college/technical institute, or equivalent; or
    2. a Maritime Radiocommunications General Certificate; or
    3. a First Class or Second Class Radio Electronic Certificate from the Communications Authority, or equivalent;
  1. three years' relevant post-qualification working experience in the electronic engineering, telecommunications, broadcasting or information technology fields;
  2. knowledge of radio or line communications theory and practice, radio/electronic equipment, developments in telecommunications technology and services, and the ability to operate test equipment;
  3. met the language proficiency requirements of 'Level 2' [See Note (2)] or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent; and
  4. a pass result in the Basic Law and National Security Law Test [See Note (3)].

Candidates are expected to –

  1. have good command of English and Chinese, plus work-related Putonghua knowledge;
  2. have good interpersonal and communications skills; and
  3. be able to work independently under pressure and tight schedule.

Notes:

  1. Applicants should possess the relevant academic qualifications and working experience on or before the application deadline.
  2. For civil service appointment purpose, 'Grade C' and 'Grade E' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 3' and 'Level 2' respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
  3. All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the Basic Law and National Security Law Test is an entry requirement for all civil service jobs. Only those candidates who have passed the Basic Law and National Security Law Test will be considered for appointment.

    For candidates who have not taken the relevant Basic Law and National Security Law Test or have not attained a pass result in the relevant Basic Law and National Security Law Test at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant Basic Law and National Security Law Test during the recruitment process.

Main Duties and Responsibilities:

An Assistant Inspector (Telecommunications) is mainly deployed on –

  1. processing licence applications, supporting the handling of enquiries and complaints relating to telecommunications regulatory and licensing matters, inspecting and assisting in certification of equipment and installations;
  2. investigating radio interference, monitoring radio frequency spectrum, conducting radio frequency electromagnetic radiation measurement, operating and maintaining radio detection equipment, and assisting in conducting radio and radar surveys on board ships and radio operator certificate examinations;
  3. assisting in investigation on cases, conducting raid/road block operations and enforcement actions pertinent to the enforcement of relevant ordinances;
  4. assisting in technical appraisal of telecommunications and broadcasting transmission plans, systems and networks, and classifying import/export products;
  5. providing operational support for the processing, reviewing and/or investigation of cases in relation to anti-competitive conduct, mergers and acquisitions in the telecommunications industry, misleading or deceptive conduct and unfair trade practices under the purview of the Office of the Communications Authority;
  6. inspecting buildings for collection of data on space of buildings for installation of equipment by operators and answering related public enquiries;
  7. assisting in the co-ordination of road opening works, installations of radio base stations at government sites/venues and use of hilltop sites and other telecommunications facilities, inspecting telecommunications systems, and conducting mobile network coverage surveys and investigating technical complaints; and
  8. investigating cases of damage to underground telecommunications facilities and taking enforcement actions under the Telecommunications Ordinance.

(Remarks: Assistant Inspector (Telecommunications) may be required to work shifts and overtime)

Terms of Appointment:

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.
