    Post 1:    Assistant Information Technology Manager (Development) (Non-Civil Service Vacancy)

    Starting Salary Range: HK$45,100 - $49,600 per month, depending on qualifications and experience

    Entry Requirements:

    1. Candidates should have -
      1. a bachelor’s degree in Computer Science, Information Technology (IT) or related discipline from a Hong Kong university, or equivalent;
      2. met the language proficiency requirements of ‘Level 2’ [Note (1)] or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent;
      3. at least 5 years’ relevant post-qualification full-time IT working experience, of which 2 years must be in a supervisory and quality control role;
      4. at least 4 years' full-time hands-on experience in the development life cycle of Java-based systems, including feasibility study, system analysis and design, procurement and installation, programming and implementation, system nursing and maintenance; and
      5. at least 4 years' full-time hands-on experience in application development and/or administration of one or more of the following relational database management systems -
        • Oracle
        • MySQL
        • MS SQL Server
    2. Candidates should be customer-oriented, able to perform under pressure, willing to work after office hours and occasionally working on an on-call basis as required.
    3. Candidates who are holders of the following certificates or equivalent will be advantageous –
      • Projects in Controlled Environments, version 2 (PRINCE2) Professional
      • Project Management Professional (PMP)
      • Oracle Java Certifications
      • Oracle Database 11g/12c and MySQL Certifications
      • Microsoft Certified Professional/Solutions Associate of SQL Server
      • Red Hat Certifications (RHCSA or RHCE)
      • Oracle Linux Administrator/Implementation Specialist Certifications
    4. Candidates who have experience in using the following technologies/products will be advantageous –
      • Administration and tuning of Oracle 10g/11g/12c, MySQL, Microsoft SQL Server 2008/2012/2014, Microsoft SharePoint 2010/2013, Microsoft IIS, Oracle WebLogic 11g/12c, Apache Tomcat, WildFly, Linux (e.g. Red Hat, Ubuntu, Oracle), Unix (e.g. Solaris, HP-UX), Drupal
      • Programming in Java with frameworks like Hibernate, Struts and Spring, JSP, PL/SQL, HTML4/5, JavaScript, Flash/ActionScript, Ajax, jQuery, XML, ASP, ASP.NET, C#.NET, VBScript, Perl, PHP, LotusScript, XPages, Acrobat PDF Form, Google Maps API, Delphi, Pro*C, Unix/Linux shell script, Microsoft Access
      • System design and analysis using tools like UML and Business Process Modelling Notation
      • Project Management and Development methodologies like PRINCE2, SSADM, RAD, OOM, Agile

    Duties:

    Assistant Information Technology Managers (Development) will be mainly responsible for –

    1. leading a team of IT staff to complete jobs of the development stream and any other IT-related duties;
    2. serving as the technical lead on matters of application development;
    3. enforcing the compliance with the best practices and guidelines for system development and security;
    4. performing and leading the performance of application development project planning and management, feasibility study, user requirement collection, system analysis and design, specification development, product evaluation, programming, procurement, contractor liaison, system implementation, system testing, system documentation, system administration and maintenance, system troubleshooting and tuning, quality assurance and other activities of the system development life cycle;
    5. managing and monitoring the update, administration, maintenance and disaster recovery of business application systems, websites and other Internet facing facilities;
    6. providing IT support, advisory and training to users; and
    7. handling various administrative tasks.

     

     

     

     

    Post 2:   Information Technology Officer (Development) (Non-Civil Service Vacancy)

    Starting Salary Range: HK$29,400 - $32,400 per month depending on qualification and experience

    Entry Requirements:

    1. Candidates should have -
      1. a bachelor’s degree in Computer Science, Information Technology (IT) or related discipline from a Hong Kong university, or equivalent;
      2. met the language proficiency requirements of ‘Level 2’ [Note (1)] or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent;
      3. at least 2 years' relevant post-qualification full-time IT working experience of which 1 year must be in a similar post and in a comparable capacity; and
      4. at least 1 year's full-time hands-on experience in web application development using Java and SQL
    2. Candidates should be customer-oriented and able to perform under pressure, willing to work after office hours and occasionally working on an on-call basis as required.
    3. Candidates who are holders of the following certificates or equivalent will be advantageous –

    Duties:

    Information Technology Officers (Development) will be mainly responsible for –

    1. performing system analysis and design, programme development, system implementation, system testing, system documentation, system administration and maintenance, system troubleshooting and tuning, and other activities of the system development life cycle;
    2. updating, administering and maintaining web sites and other Internet facing facilities;
    3. providing IT support and training to users; and
    4. performing other IT-related duties as and when required.

     

     

    Notes:

    1. For non-civil service appointment purpose, 'Grade C' and 'Grade E' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 3' and 'Level 2' respectively in Chinese Language and English Language in the 2007 HKCEE and henceforth.
    2. Shortlisted candidates will be required to attend a written test.

    Terms of Appointment:

    Successful candidates will be appointed on two-year non-civil service contract terms. Further renewal of contract will be subject to the candidate’s performance and the service needs of OFCA.

    Fringe Benefits:

    1. A gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will add up to 15% of the total basic salary drawn during the contract period.
    2. Rest days, statutory holidays (or substituted holidays), annual leave, maternity leave, paternity leave and sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
