Post: Head of Public Affairs (Non-Civil Service Vacancy)

Starting Salary: HK$101,700 per month

Entry Requirements:

Candidates [See Note (1)] should -

  1. have a bachelor's degree from a university in Hong Kong, or equivalent;
  2. have a minimum of 12 years’ post-qualification working experience in corporate communications and/or public affairs, with at least 6 years or above at managerial /supervisory level of managing media relations, complaint handling, publicity projects, customer service or public relations; experience of working in the government or public bodies would be an advantage;
  3. have met the language proficiency requirements of ‘Level 3’ [Note (2)] or above results in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent;
  4. have excellent spoken and written English and Chinese, and be fluent in Putonghua; and
  5. preferably have good knowledge of broadcasting and telecommunications industries.

Notes:

(1) Applicants should have met the entry requirements on or before the closing date for application.

(2) For non-civil service appointment purpose, 'Grade C' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 3' in Chinese Language and English Language in the 2007 HKCEE and henceforth.

(3) Candidates will be required to attend a written test prior to the selection interview. Where a large number of candidates meet the specified entry requirements, the Office of the Communications Authority may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited.

(4) Candidates should provide documentary proof and certification of meeting the entry requirements.

Duties:

Head of Public Affairs will be mainly responsible for –

  1. handling media and public relations (PR) matters including media enquiries, preparation and publication of press releases, organisation of media events, monitoring of media coverage, arranging media interviews and providing support to senior directorate in public speech/talks, and propose departmental PR/publicity strategies for senior management's consideration;
  2. supervising and overseeing the handling/implementation of publicity events/activities and other corporate events, such as consumer education campaign and international meetings;
  3. planning and coordinating the production of Announcements in the Public Interest (APIs) and corporate publications such as Trading Fund Report, production of departmental publicity materials and premiums;
  4. overseeing customer and hotline services, such as but not limited to the handling of public enquiries and complaints, and the operation of Communications Authority's/OFCA's websites; and
  5. performing any other duties and assignments as and when required.

Terms of Appointment:

Successful candidate will be appointed on two-year non-civil service contract (NCSC) terms. Further renewal of contract will be subject to the candidate's performance and service needs.

Fringe Benefits:

  1. A gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will add up to 15% of the total basic salary drawn during the contract period.
  2. Rest days, statutory holidays, annual leave, maternity leave, paternity leave and sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
