Post : Regulatory Affairs Manager (Civil Service Vacancy)
Salary: Master Pay Scale Point 27 (HK$43,120 per month) to Master Pay Scale Point 33 (HK$56,810 per month)
Entry Requirements:
Candidates should have –
- a First or Second class honours bachelor’s degree in Electrical Engineering, Electronics Engineering, Information Technology, Economics, Statistics, Finance, Accounting, Law or Business Administration from a Hong Kong university, or equivalent;
- 4 years’ post-graduate experience in the relevant field, preferably in the telecommunications sector, or equivalent; and
- met the language proficiency requirements of ‘Level 1’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent (Note 1).
Candidates are expected to –
- have good analytical abilities, communications and interpersonal skills; and
- be self-motivated and able to work under pressure to deliver quality outputs and meet tight schedules.
Proficiency in Putonghua would be an advantage.
Main Duties and Responsibilities:
A Regulatory Affairs Manager is mainly deployed on -
- providing professional advice in specialist areas in connection with the regulation of communications services and sending of commercial electronic messages (CEMs);
- monitoring the telecommunications market and advising on its implications on the development of the telecommunications industry, the regulatory framework, and the interests of the consumers of telecommunications services;
- investigating complaints under the Unsolicited Electronic Messages Ordinance and monitoring the market situation in respect of the sending of CEMs;
- providing support in research and analysis of policy and regulatory issues, including drafting of information notes, policy papers, guidelines and codes of practices;
- evaluating licence applications, enforcing licence conditions, regulations and industry code of practice and handling other licence administration matters; and
- processing, reviewing and/or investigating cases in relation to anti-competitive conduct, mergers and acquisitions, misleading or deceptive conduct or other unfair trade practices of communications service providers.
Notes:
- Candidates who have sat for the CRE for more than one time should submit the best valid CRE results they have obtained. The results in the Use of Chinese (UC) and Use of English (UE) papers of the CRE are classified as ‘Level 2’, ‘Level 1’ or ‘Fail’, with ‘Level 2’ being the highest. Grade ‘C’ or above and Grade ‘D’ in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) are accepted as equivalent to ‘Level 2’ and ‘Level 1’ results respectively in the UC paper of the CRE. Grade ‘C’ or above and Grade ‘D’ in Use of English of the HKALE or English Language of the General Certificate of Education (Advanced Level), are accepted as equivalent to ‘Level 2’ and ‘Level 1’ results respectively in the UE paper of the CRE.
An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test is accepted as having met the English language proficiency requirement of the Regulatory Affairs Manager post. The IELTS test result must be valid on any date during the application period (i.e. from 17 October 2014 to 30 October 2014). - For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Under the prevailing practice, results of the BL test for degree/professional grades will be one of the considerations to assess the suitability of a candidate but will not affect a candidate’s eligibility for applying for the above post. As a general principle, the main consideration for suitability for appointment remains a candidate’s qualifications, experience and calibre.
- Selected candidates will be invited to sit for a written test on a fixed date. Those who pass the written test will be further invited for interview. More information about the written test arrangements will be promulgated in our website (http://www.ofca.gov.hk) in December 2014 / January 2015.
Terms of Appointment: A new recruit will normally be appointed on civil service probationary terms for 3 years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.
