Regulatory Affairs Officer (Business) (Non-Civil Service Vacancy)

Starting Salary Range: HK$51,000- HK$55,900 per month depending on qualifications and experience.

Entry Requirements:

Candidates should have –

(a) a First or Second class honours bachelor’s degree in Business Administration, Economics, Accounting or Finance from a university in Hong Kong, or equivalent;

(b) at least 2 years’ working experience in the relevant field after obtaining the qualification mentioned in (a), preferably in regulatory or compliance role in the telecommunications sector, public sector or equivalent; and

(c) met the language proficiency requirements of ‘Level 1’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent [Note (2)].

Duties:

The Regulatory Affairs Officer (Business) will be mainly responsible for –

  1. assisting in conducting assessment, surveys and studies on regulatory policies issues and initiatives, including drafting and updating of guidelines and making recommendations;
  2. assisting in the enforcement of the Competition Ordinance and handling of merger cases, including information collection, case analysis and drafting of relevant briefs and submissions;
  3. handling complaints and enquiries under the Trade Description Ordinance including screening complaints and enquiries received, information collection, cases analysis, making recommendations, explaining/replying to complainants/enquirers and preparing relevant statistics;
  4. handling complaints and enquiries under the Competition Ordinance, including information collection, cases analysis, conducting market research, making recommendations, explaining/replying complainants/enquirers and preparing relevant statistics;
  5. handling complaints, requests and enquiries under the Telecommunications Ordinance, including information collection, case analysis, conducting on-site inspection, making recommendations, explaining/replying to complainants/enquirers, preparing relevant statistics and providing assistance in enforcement proceedings; and
  6. providing assistance in the handling of appeal lodged under the Telecommunications Ordinance, including information gathering, preparing case briefs and reports and provide administrative support in the appeal proceedings.

Notes:

  1. Applicants should have met the entry requirements on or before the closing date for application.
  2. Candidates who have sat for the CRE for more than one time should submit the best valid CRE results they have obtained.
  3. (i) The results in the Use of Chinese (UC) and Use of English (UE) papers of the CRE are classified as ‘Level 2’, ‘Level 1’ or ‘Fail’, with ‘Level 2’ being the highest.

    (ii) Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE.

    (iii) Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.

    (iv) Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period (i.e. 17 June to 4 July 2022).
  4. Candidates will be required to attend a written test prior to the selection interview. Where a large number of candidates meet the specified entry requirements, the Office of the Communications Authority (OFCA) may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited.

Terms of Appointment:

Successful candidates will be appointed on two-year non-civil service contract terms. Further renewal of contract will be subject to the candidate’s performance and the service needs of OFCA.

Fringe Benefits:

  1. A gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
  2. Rest days, statutory holidays, annual leave, maternity leave, paternity leave and sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
