Senior Information Technology Manager (Non-Civil Service Vacancy)

Starting Salary Range: HK$93,700 per month

Entry Requirements:

Candidates [Note (1)] should have –

(a) a Bachelor's Degree in Computer Science, Information Technology (IT) or related discipline from a Hong Kong university, or equivalent;

(b) at least 12 years of post-qualification working experience in system administration, services support, planning, management and development of IT projects with at least five years at managerial/supervisory level;

(c) at least five years of experience in managing government IT project;

(d) met the language proficiency requirements of 'Level 2' [Note (2)] or above in Chinese Language and 'Level 3' [Note (3)] or above in English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent;

(e) sound knowledge and experience in design, development and maintenance of IT infrastructure and large-scale enterprise systems;

(f) solid understanding of System Development Life Cycle (SDLC) and/or Agile software development methodology;

(g) proven experience in IT projects outsourcing and development of requirement specifications;

(h) solid experience in managing IT professionals to support a sizable organisation with over 300 staff;

(i) experience in various managerial activities such as IT security management, disaster recovery planning, IT infrastructure improvement planning, formulation of guidelines, user training, IT asset management and procurement, quality control and assurance, helpdesk management;

(j) candidates who are holders of the following certificates or equivalent will be advantageous –
- Projects in Controlled Environments, version 2 (PRINCE2) Professional
- Project Management Professional (PMP)
- ITIL 4 Foundation Certificate in IT Service Management
- IBM Certified System Administrator/ Certified Lotus Professional – Notes and Domino
- Microsoft Certified Solutions Associate/ Expert of Windows Server
- Cisco Certified Network Associate/ Professional
- Certified Information Systems Security Professional
- Oracle Certified Associate/ Professional of Java/ Oracle Database 12c/ MySQL Database
- Red Hat Certifications (RHCSA or RHCE)

(k) candidates who have experience or knowledge in using the following technologies/products will be advantageous –
IBM Notes and Domino R9, Microsoft Windows Server 2019, Microsoft Active Directory, VMware, Cisco switches/ routers, Avaya IP-PBX, Sophos SafeGuard LANCrypt, endpoint security software, anti-malware software, anti-spam appliance, firewall, iPhone/iPad, mobile device management system, Windows 10/11, Microsoft Windows Server Update Services, Linux, Microsoft SQL Server, Oracle 12c, MySQL, Java, JSP, Apache Tomcat, Spring MVC, PL/SQL, HTML5, Javascript, UML; and

(l) willing to work overtime and after normal office hours to minimize service interruption to users.

Notes:

(1) Applicants should have met the entry requirements on or before the closing date for application.

(2) For non-civil service appointment purpose, 'Grade E' in Chinese Language in the HKCEE before 2007 are accepted administratively as comparable to 'Level 2' in Chinese Language in the 2007 HKCEE and henceforth.

(3) For non-civil service appointment purpose, 'Grade C' in English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 3' in English Language in the 2007 HKCEE and henceforth.

(4) Candidates will be required to attend a selection interview cum written test. Where a large number of candidates meet the specified entry requirements, the Office of the Communications Authority may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited.

Duties:

Senior Information Technology Manager will be mainly deployed to –

  1. formulate, review and pursue IT strategies and implementation plans;
  2. control IT-related expenditure, estimate and review IT related budget and prepare bids for Resource Allocation Exercises;
  3. provide advisory and technical support services to the management and users;
  4. devise, review and maintain IT management, infrastructure and procedural guidelines in compliance with the Government standards and liaise with OGCIO and other B/Ds for Government-wide IT initiatives;
  5. oversee quality check and assurance of various project deliverables and IT operations;
  6. oversee daily operation, job assignment, project management and adherence to the prevailing standards and guidelines;
  7. assume the duties of the Deputy Departmental IT Security Officer to oversee the performance of IT security risk assessment and support the operation of the Information Security Incident Response Team;
  8. negotiate with vendors and users over commitment of resources, problem resolution and strategic planning;
  9. oversee the procurement, deployment, safekeeping and disposal of all IT assets; and
  10. coordinate the resources management and staff deployment planning.

Terms of Appointment:

Successful candidate will be appointed on two-year non-civil service contract terms. Further renewal of contract will be subject to the candidate’s performance and the service needs of OFCA.

Fringe Benefits:

  1. A gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period.
  2. Rest days, statutory holidays, annual leave, maternity leave, paternity leave and sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
