Salary: Master Pay Scale Point 32 (HK$70,465 per month) to Master Pay Scale Point 44 (HK$110,170 per month)

Entry Requirements:

Candidates should have –

  1. Corporate Membership in Electronics, Electrical or Information Discipline of the Hong Kong Institution of Engineers elected after 5 December 1975, or equivalent;
  2. met the language proficiency requirements of 'Level 1' results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent [See Notes (1) to (3)]; and
  3. a pass result in Basic Law Test [See Note (4)].

Candidates are expected to –

  1. have good analytical abilities, communication and interpersonal skills; and
  2. be self-motivated and able to work under pressure to deliver quality outputs and meet tight schedules.

Proficiency in Putonghua would be an advantage.

Recruitment Written Test:

Eligible candidates will be invited to sit for a written test in Hong Kong on a fixed date before the selection interviews. The written test is an essay-type written paper comprising English and/or Chinese questions which aims at assessing candidates' technical knowledge, communication and analytical skills as well as organisation abilities.

As it takes time to process all applications, an invitation to the written test does not imply that the candidate's qualifications meet the entry requirements of the post of Telecommunications Engineer.

Duties:

A Telecommunications Engineer is mainly deployed on executing the following duties –

  1. licensing of telecommunications systems and services under the Telecommunications Ordinance and satellite systems, and coordination of satellite networks;
  2. spectrum planning and assignment of radio frequencies for the provision of radiocommunications services;
  3. provision of technical advice on the control and regulation of telecommunications and broadcasting services in Hong Kong;
  4. provision of support in telecommunications infrastructure development, setting of telecommunications standards, type approval and certification of telecommunications equipment;
  5. classification of import/export licence applications under the Import and Export (Strategic Commodities) Regulations; and
  6. training and supervision of technical staff.

Notes:

  1. Candidates who have sat for the Common Recruitment Examination (CRE) for more than one time should submit the best valid CRE results they have obtained.
  2. (i) The results of the Use of Chinese (UC) and Use of English (UE) papers in the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest.

    (ii) For civil service appointment purpose, Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE. Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE.

    (iii) Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level) (GCE A Level), are accepted as equivalent to Level 2 in the UE paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.
    (iv) Applicants with an overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result are accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period (i.e. from 29 October 2021 to 18 November 2021).
  3. Candidates who do not possess the requisite CRE results, or equivalent, but have filed an application for this round of the CRE held in October 2021 in Hong Kong or to be held in December 2021 outside Hong Kong may also apply. They will only be considered for appointment subject to their obtaining the requisite CRE results in the aforesaid examination. Candidates should indicate they have filed an application for the concerned CRE in the submitted application form [G.F. 340 (Rev. 3/2013)]. As the Office of the Communications Authority will request the concerned candidates to update their latest CRE results by email in the course of the recruitment process, candidates should ensure that their email address provided on the application form is accurate and should pay attention to the relevant email (if applicable).
  4. All applicants for civil service jobs will be assessed on their Basic Law knowledge. A pass result in the Basic Law Test (BLT) is an entry requirement for civil service jobs requiring degree / professional qualifications. Only those candidates who have passed the BLT will be considered for appointment. Attaining a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct) will be deemed to have a pass result in the BLT. The BLT result will also constitute an appropriate weighting in a candidate’s overall assessment. For candidates who have not taken the BLT or have not attained a pass result in the BLT at the time of application, they may still apply for the job and arrangements will be made for them to take the BLT during the recruitment process.

Terms of Appointment:

A new recruit will normally be appointed on civil service probationary terms for three years. Upon passage of probation bar, he/she may be considered for appointment on the prevailing permanent terms.
