OFCA fully supports the launch of the Anti-Scam Consumer Protection Charter 3.0 (Charter 3.0) by serving as one of the supporting organisations and participating in the Launch Ceremony jointly organised by the four financial regulators (namely the Hong Kong Monetary Authority, the Securities and Futures Commission, the Insurance Authority and the Mandatory Provident Fund Schemes Authority) on 9 July 2025 at the International Finance Centre.
Mr Chaucer Leung, Director-General of Communications, was invited to join the Launch Ceremony as one of the officiating guests and hosted a panel discussion with representatives from the telecommunications industry to discuss the collaborative measures to combat phone scams and related publicity works.
The Charter 3.0 establishes a collaborative framework between financial regulators, and technology firms and telecommunications industry in combatting financial frauds and scams targeting the Hong Kong public. OFCA and the telecommunications industry will strengthen collaborations to jointly combat phone and SMS scams from telecommunications perspectives and raise public awareness for further protection of the public.
