OFCA was invited by GSMA to participate in the MVNO Seminar 2025 held in Hong Kong on 2 December 2025. The Seminar aimed to gather Hong Kong telecommunications industry players, including regulator, executives of mobile network operators and MVNOs, and technology experts to discuss the state of the MVNO markets and policy development in Hong Kong, exchange experiences, and share best practices.
In the Seminar, Mr Sidney Tsan, Assistant Director (Regulatory) of OFCA gave an overview of the development of mobile services in Hong Kong’s telecommunications market and a sharing of OFCA’s regulatory work in the promotion of the development of MVNO services. Mr Desmond Young, Head of Regulatory of OFCA, also participated in a roundtable discussion to exchange views with other panel members on the MVNO regulations and development in Hong Kong.
