The Office of the Communications Authority (OFCA) is the executive arm of the Communications Authority (CA) as well as a trading fund department of the Government of the Hong Kong Special Administrative Region.

OFCA is responsible for providing professional support to the principal activities of the CA as follows:

  1. licensing and regulating telecommunications services and broadcasting services;
  2. managing Hong Kong's radio frequency spectrum;
  3. providing advisory, planning and support services on telecommunications, broadcasting, anti-spamming matters to the Government;
  4. overseeing technical standards and representing the Government on international affairs;
  5. enforcing the regulation of the sending of unsolicited electronic messages; and
  6. ensuring the enforcement of fair trading practices and fair competition in relation to telecommunications and broadcasting sectors.

The CA, established under the Communications Authority Ordinance (Cap. 616) on 1 April 2012, is an independent statutory body and the unified regulator overseeing both the broadcasting and telecommunications sectors in Hong Kong. Please visit the CA’s website here.
