
The Communications Authority has launched its annual Consumer Education Campaign from May 2025 to March 2026 under the theme of "Stay Vigilant Against Phone Scams Verify Again for Peace of Mind". Through the organisation of different programmes and activities, the Campaign aims to raise public awareness of staying vigilant against phone and short message (SMS) scams, highlighting the measures and initiatives adopted by the authority to combat telecommunications scams, as well as to promote consumer messages on smart use of various communications services.

Community Talks
To remind the public to stay alert against phone and SMS scams, and promote smart use of communications services at the community level, the Communications Authority has started organising a series of community talks from June 2025, which cover a variety of informative topics. District Anti-Phone Deception Ambassadors (Ambassadors) have been invited to join some of the sessions to share anti-phone and SMS scams messages and advices with the participants. The topics of the community talks are as follows:

School Talks
Since July 2025, the Communications Authority has started organising school talks for interested primary, secondary schools and tertiary institutions. District Anti-Phone Deception Ambassadors (Ambassadors) will also be invited to join some of the sessions to share anti-phone and SMS scams messages and advices with the participants.
In addition, in order to deepen students’ understanding of scam tactics from a more comprehensive perspective and alertness to the importance of safeguarding personal data, we conduct the talks for tertiary institutions through a collaboration with the Office of the Privacy Commissioner for Personal Data (PCPD).
To further promote anti-phone and SMS scams messages among the public at the community level, the Office of the Communications Authority (OFCA) has joined hands with the Ambassadors to conduct roadshows across various districts since May 2025. Apart from disseminating anti-phone and SMS scams messages, Ambassadors and OFCA staff members will also distribute the relevant leaflets and souvenirs to local residents.

The Office of the Communications Authority (OFCA) has launched a series of self-produced "CommBo Creative Studio" short reels which cover various topics. The aim is to promote practical consumer messages about using communications services in a light-hearted and engaging manner, while enhancing public's understanding of OFCA's daily work.
