FIXED TELECOMMUNICATIONS NETWORK SERVICES LICENCE
TELECOMMUNICATION ORDINANCE (Chapter 106)


In accordance with General Condition 20 of Fixed Telecommunication Network Services Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (collectively referred to as "the Company") hereby publishes the tariffs, the terms and conditions under which it will provide the following telecommunication services with effect from 11 October 1999.

Service Particular of Service Amount of Charges

Business Datel Service - Promotional Installation Charge The installation of a 2nd and the subsequent Business Telephone lines(s) with Data Support feature can enjoy a special promotional installation charge from 11 October 1999 to 10 December 1999. HK$300 per line
Call Forwarding Bundle - Money Back Guarantee Customers who register for Call Forwarding Bundle during 11 October 1999 to 10 December 1999, decide to disconnect the service in case of dissatisfaction, can request for a refund within one month's time from registration date. (Note 1) HK$300 per annum

Note 1

The refund will be made only to the respective Call Forwarding Bundle tariff. The refund is limited to only one time per line during the offer period of 11 October 1999 to 10 December 1999.


Delivery Time of Service

Under normal circumstances, the delivery lead time is within five days.


Conditions of Service

This service is subject to the General Conditions of Service of the Company.

In accordance with General Condition 20 of Fixed Telecommunication Network Services Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (collectively referred to as "the Company") hereby publishes the revised tariffs under which it will provide the following service with effect from 1 October 1999.

Note:--

CRS - general
1. CRS uses cell relay switching technology to provide connection between service providers and their home user customers located in residential buildings or school user customers located in school premises (for Service B only).

CRS CA is the connection service for the home/school user end, while CRS 155 and CRS SP are the connection services for the service provider end. CRS CA (Service A, Service A+, Service B) and CRS 155 must be subscribed together as a complete end-to-end communication path while CRS CA Service C and CRS SP must be subscribed together as a complete end-to-end communication path in either PPP/PVC or SVC mode of operation. The service is for transmission between home/school user and service provider only; it does not permit connection between home/school user and home/school user, nor service provider and service provider.

CRS CA, CRS 155 and CRS SP are:

  • confined within PoP regions designated according to the location of the Company's Points of Presence (PoP) in Hong Kong as announced by the Company from time to time; and
  • limited to the transmission service between (a) a service provider connected to a PoP and (b) its home user customers in residential buildings or school user customers in school premises (for Service B only) as agreed with the Company which are located within the region that can be served by that PoP.

CRS CA
2. Interface specification for the CRS CA is as follows:
  • ATM Forum interface specification for 25.6 Mbps over twisted pair cable (ref.: af-phy-0040.000) for all CRS CA Services

(Remark: The Company plans to launch the Digital Audio Visual Council (DAVIC) standard 1.0 Specification Part 08 for unshielded twisted copper pair cable of bit rate setting B. The launch date will be announced by the Company in due course.)

CRS CA Service A, Service A+ and Service B are capable of supporting:

  • Constant Bit Rate (CBR) transmission up to 3 Mbps downstream (downstream direction is from service provider end to home/school user end)
  • Unspecified Bit Rate (UBR) transmission up to 1.5 Mbps downstream and 64 Kbps upstream (upstream direction is from home/school user end to service provider end)
  • Switched Virtual Circuit (SVC) connection only
  • CBR is for incoming SVC only
  • UBR is for outgoing SVC only.

CRS CA Service C operating in SVC mode is capable of supporting:

  • Classical IP over ATM/SVC
  • Unspecified Bit Rate (UBR) transmission up to 1.5 Mbps downstream and 64 Kbps upstream (downstream direction is from service provider end to home user end, upstream direction is from home user end to service provider end)
  • Outgoing Switched Virtual Circuit (SVC) connection only
  • Internet Engineering Task Force (IETF) RFC 1577/RFC 1483

CRS CA Service C operating in PPP/PVC mode is capable of supporting:

  • Point-to-Point Protocol (PPP) over ATM/PVC
  • Unspecified Bit Rate (UBR) transmission up to 1.5 Mbps downstream and 64 Kbps upstream (downstream direction is from service provider end to home user end, upstream direction is from home user end to service provider end)
  • Internet Engineering Task Force (IETF) RFC 1661

CRS CA is designed against the following network parameters:
For CRS CA Service A, Service A+ or Service B:-

  • simultaneous access is 15% of all home/school users within one PoP region; and
  • maximum number of simultaneous SVC connections per circuit end is 4 and only one of them can be CBR.

For CRS CA Service C operating in SVC mode:-
  • maximum number of simultaneous SVC connections per circuit end is 1.
For CRS CA Service C operating in PPP/PVC mode:-
  • maximum number of PPP/PVC session per circuit end is 1.

3. CRS CA Rental covers charges for one of the following basic CRS CA monthly usage :
For CRS CA Service A, Service A+ or Service B:-
  • for CBR: 300 minutes of peak time plus 660 minutes of off-peak time.
  • for UBR: 16M cells during peak time plus 35M cells during off-peak time.
For CRS CA Service C operating in SVC mode:-
  • UBR: 16M cells during peak time plus 35M cells during off-peak time.
For CRS CA Service C operating in PPP/PVC mode:-
  • UBR: 768M bytes during peak time plus 1,680M bytes during off-peak time.

11. Calculation of UBR Usage Charge:

For SVC mode of operation:

    • (a)
    • Each standard ATM cell is 53 bytes long and contains 48 bytes payload.
    • (b)
    • For each UBR SVC session, the minimum chargeable cell quantity is 50K cells per minute. If the actual ATM cell transfer for a UBR SVC session during the peak and off-peak period are lower than the cell quantity of (usage duration of the UBR SVC session in minutes during the respective peak and off-peak period * 50/1000 M cells), the latter will be used in calculating the respective chargeable peak and off-peak UBR usage for that UBR SVC session.

    • (a)
    • Each standard ATM cell is 53 bytes long and contains 48 bytes payload for PPP/PVC communication session.
    • (b)
    • For each UBR PPP/PVC session, the minimum chargeable byte quantity is 2.4 M bytes/minute. If the actual data transfer for a UBR PPP/PVC session during the peak or off peak period are lower than the byte quantity of (usage duration of the UBR PPP/PVC session in minutes during the respective peak and off-peak period * 2.4 M bytes), the latter will be used in calculating the respective chargeable peak and off-peak UBR usage for that UBR PPP/PVC session.

CRS 155 and CRS SP
12. (b) For CRS SP:
Interface specification for the CRS SP is as follows:
  • Physical layer : ATM Forum UNI 3.1
  • Access speed is 155 Mbps
  • Single Mode Fibre interface.

CRS SP operating in SVC mode is capable of supporting:

  • Classical IP over ATM/PVC
  • Unspecified Bit Rate (UBR) transmission up to 1.5 Mbps downstream and 64 Kbps upstream (downstream direction is from service provider end to home user end, upstream direction is from home user end to service provider end)
  • Incoming Switched Virtual Circuit Connection (SVC) only
  • Each SVC maps to the corresponding connections in CRS CA Service C operating in SVC mode
  • Internet Engineering Task Force (IETF) RFC 1577/RFC 1483

CRS SP operating in SVC mode is designed against the following network parameter:

  • Maximum number of simultaneous UBR SVC connections is 1,000.

CRS SP operating in PPP/PVC mode is capable of supporting:

  • Point-to-Point Protocol (PPP) over ATM/PVC
  • Unspecified Bit Rate (UBR) transmission up to 1.5 Mbps downstream and 64 Kbps upstream (downstream direction is from service provider end to home user end, upstream direction is from home user end to service provider end)
  • PPP/PVC session from CRS CA Service C operating in PVC mode
  • Internet Engineering Task Force (IETF) RFC 1661

CRS SP operating in PPP/PVC mode is designed against the following network parameter:

  • Maximum number of simultaneous PPP/PVC sessions is 1,000.

13. (a) CRS 155 Rental covers charges for the following basic CRS 155 monthly usage
  • for CBR: 10,800 minutes of peak time plus 23,760 minutes of off-peak time.
  • for UBR: 576M cells during peak time plus 1,260M cells during off-peak time.

(b) CRS SP Rental (operating in SVC mode) covers charges for the following basic CRS SP monthly usage

  • UBR: 576M cells during peak time plus 1,260M cells during off-peak time.

(c) CRS SP Rental (operating in PPP/PVC mode) covers charges for the following basic CRS SP monthly usage

  • UBR: 27,648M bytes during peak time plus 60,480M bytes during off-peak time.


Appendix III.A


Special Conditions for
Residential Cell Relay Services (CRS)


Residential Cell Relay Services comprising of CRS CA Service, CRS 155 Service and CRS SP Service are made available by Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (collectively referred to as "the Company") subject to the Company's General Conditions of Service, Conditions of Broadband Network Service for Service Providers and these Special Conditions (collectively referred to as "the Conditions"). If there is any inconsistency with the other conditions, these Special Conditions shall prevail to the extent of the inconsistency.


B. CRS is a broadband transport service to be offered to service providers only. CRS CA is the connection service for the home/school user end, while CRS 155 and CRS SP are the connection services for the service provider end. CRS CA (Service A, Service A+, Service B) and CRS 155 must be subscribed together as a complete end-to-end communication path while CRS CA Service C and CRS SP must be subscribed together as a complete end-to-end communication path in either PPP/PVC or SVC mode of operation. The service is for transmission between home/school user and service provider only; it does not permit connection between home/school user and home/school user, nor service provider and service provider. Attempts to establish connection between home/school user and home/school user or between service provider and service provider will be considered a breach of the terms and conditions.

1. CRS CA Service A, Service B and Service C:

1.1 Total SVC or PPP/PVC (for Service C) upstream bandwidth is UBR only and no greater than 64 Kbps.

In accordance with General Condition 20 of the Fixed Telecommunication Network Services (FTNS) Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (collectively 'the company') hereby announces deletion of the following Special Conditions 2.1 (c) for DDS Flexi Plan with effect from 1st October 1999.

'SC2.1 (c) his monthly rental spending in Mainline, Branchline, and Broadcast line must not be less than that of Dataline.'

In accordance with General Condition 20 of Fixed Telecommunication Network Services (FTNS) Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (the Company) hereby revises the Tariff Schedule comprising the tariff, the terms & conditions under which it will provide the following telecommunication services to customers with effect from 1st October 1999.

1. International Telephone Call
Revision to the International Direct Dial (IDD) Service Rate Table
    • (a)
    • The first minute (per minute rate) rates of Bonus Time applicable to the International Direct Dial (IDD) Service Rates Table are abolished.
    • (b)
    • The subsequent minute (per minute rate) rates of Bonus Time are applicable during the Bonus Time for all countries.
    • (c)
    • The Bonus Time Rate is renamed as Off-Peak Hours Rate and applies during the following time:
      Weekdays: midnight to 9:00 am and 9:00 pm to midnight
      Saturday, Sunday & Public Holidays: all day

2. 0060 Service and 0062 Fax Service
Revision to Rate Table for 0060 Service and 0062 Fax Service

Note 1 is deleted and the following substituted-

    • "Note 1:
    • With the exception of the destinations marked with '(Note 3)', the Standard Rate and Promotional Off-Peak Rate for all destinations of 0060 Service and 0062 Fax Service are the same as the Peak Hours Rates and Off-Peak Hours Rates of the International Direct Dial (IDD) Service Rate Table respectively.

      The Promotional Off-Peak Rate for all destinations applies during the following time:

      Weekdays: midnight to 9:00 am and 9:00 pm to midnight
      Saturday, Sunday & Public Holidays: all day"

All other General Conditions of Service and Special Conditions filed by the Company to date remain unchanged.

TELECOMMUNICATION ORDINANCE (Chapter 106)


In accordance with General Condition 20 of the Fixed Telecommunication Network Services Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (the Company) hereby publishes the revision to its Special Conditions of Payphone Service IDD Routes Promotion (formerly known as Payphone Service Philippines Route Promotion) (the Special Conditions) with effect from 1 October 1999.

Clauses 1.3 and 3.1 of the Special Conditions are deleted and the following substituted :

"1.3 This Promotion for calls to the Philippines will operate from 1 October 1999 to 30 November 1999 ("Promotion Periods (a)").

On every Sunday during the Promotion Periods (a), the customer using Payphone Service can enjoy 24-hour Promotion Rate for calls to the Philippines.

During 6:00 a.m. to 10:00 a.m. on Monday to Saturday during the Promotion Periods (a), the Customer using Payphone Service can also enjoy the Promotion Rate for calls to the Philippines.


1.4 This Promotion for calls to Indonesia will operate from 1 October 1999 to 31 December 1999 ("Promotion Periods (b)").

On every Sunday during the Promotion Periods (b), the customer using Payphone Service can enjoy 24-hour Promotion Rate for calls to Indonesia.


3.1 Subject to clauses 1.2 and 1.3 above the Customer using Payphone Service can enjoy the following Promotion Rate for calls to the Philippines during the Promotion Periods (a).
