FIXED TELECOMMUNICATIONS NETWORK SERVICES LICENCE
TELECOMMUNICATION ORDINANCE (Chapter 106)
In accordance with General Condition 20 of Fixed Telecommunication Network Services (FTNS) Licence, Hong Kong Telephone Company Limited, Hong Kong Telecom International Limited and Hong Kong Telecom CAS Limited ('the Company') hereby publishes the tariffs, the terms and conditions under which it will provide the following trial service with effect from 22 March 1999.
Trial Service Particular of Charges Amount of Charges Conditions of Service Trial of Internet Protocol Virtual Private Network (IP-VPN) Service:
The trial provides IP-VPN service over HKTC's IP core network with access speed at 512Kbps to 3Mbps downstream and 64Kbps to 640Kbps upstream. Customer access is based on ADSL technology.Availability of any trial connection is subject to the Special Conditions of Service (see below) IP-VPN Service Trial Connection Free Delivery time of Trial Service To be agreed between HKTC and customer.
Special Conditions of Service for
Internet Protocol Virtual Private Network (IP-VPN) Service Trial(a) Number of trial customers is subject to the availability of HKTC network resources.
(b) Geographical areas are limited by the coverage of the trial ADSL equipment.
(c) Trial will last for 6 months from 22 March 1999 to 21 September 1999.

TELECOMMUNICATION ORDINANCE (Chapter 106)
In accordance with General Condition 20 of the Fixed Telecommunication Network Services Licence, Hong Kong Telephone Company Limited, Hong Kong Telecom International Limited and Hong Kong Telecom CAS Limited (the Company) hereby publishes the tariffs, the terms and conditions under which it will provide the following telecommunication service with effect from 25th March 1999.
(A) PARTICULAR OF SERVICE
i) Name of Service
"High Volume Call Plan"
ii) Service details
"High Volume Call Plan" applies to Hong Kong Telephone Company Limited (HKTC) "International Calls" which include HKTC's IDD001, IDD002, IDD200 (calling card), Auto HK Direct, Call Me, International Toll Free, 0060/0062 calls and any other call types notified to the Customer by HKTC.This Call Plan sets out discounts available to all HKTC's customers on International calls made to specific destinations as set out in the 'Tariffs' below.
Registration is required.
(B) TARIFF
i) Charges
- (i)
- Half-yearly Fee
$300,000 will be billed in arrears to each registered customer.This Half-yearly Fee will be waived if Customer's total HKTC's International Calls usage spending exceeds HK$9,000,000 per half-year.
- (ii)
- Discounts
If the Customer registers under the Call Plan, then the Customer will be entitled to the following rates for International Calls made to the specified destinations that are invoiced to an Account registered under the Call Plan.

- High Volume Rates
Refer to Clauses 3.2 & 3.3 of Special Conditions of High Volume Call Plan for details.
(C) CONDITIONS OF SERVICE
The General Conditions of Service for Hong Kong Telecom International Limited, HKTC and Hong Kong Telecom CAS Limited and the Special Conditions of High Volume Call Plan apply.
SPECIAL CONDITIONS
HIGH VOLUME CALL PLAN
High Volume Call Plan ("Call Plan") is available to each Customer of Hong Kong Telephone Company Limited ("HKTC") subject to these Special Conditions and the General Conditions of Service of Hong Kong Telecom International Limited, HKTC and Hong Kong Telecom CAS Limited ("Conditions"):
1. SCOPE OF CALL PLAN
1.1 The Call Plan applies to HKTC's International Calls" which include HKTC's IDD001, IDD002, IDD200 (calling card), Auto HK Direct, Call Me, International Toll Free, 0060/0062 calls and any other call types notified to the Customer by HKTC.
1.2 Operator assisted calls, collect calls, global calling calls and calls which are not billed by HKTC are not included as eligible International Calls.
2. ACCOUNT REGISTRATION
2.1 A Customer who wishes to participate in the Call Plan must apply to HKTC. The Customer will be entitled to the benefits under the Call Plan from the date of acceptance by HKTC of the Customer application ("Effective Date").
2.2 When the Customer applies for the Call Plan, all accounts under the same name of the Customer can be registered and are eligible for the Discounts specified in these Special Conditions. For the purpose of these Special Conditions an account is the specified account number stated on an invoice issued by HKTC for telecommunication services provided to the Customer. Accounts with the first 8 digits of the account number being the same shall be deemed to be accounts under the same Customer.
2.3 Each Customer must specify a list of accounts to be registered under the Call Plan ("Accounts"). Unless otherwise agreed by HKTC in writing, an Account registered under the Call Plan cannot be registered under any other call plan offered by HKTC from time to time.
2.4 The Customer may include in the list of Accounts registered under the Call Plan the accounts of each "Subsidiary" of that Customer which will be any company :
i) with the first 8 digits of its HKTC account number being the same as the Customer's account number; or ii) in which the Customer controls more than half of the issued voting shares; or iii) in which the Customer holds more than half of the issued share capital.
2.5 The Customer must on the request of HKTC provide all information required by HKTC evidencing that a company is a Subsidiary of the Customer.
2.6 The Customer must give HKTC no less than 7 working days' notice in writing of any changes in the list of Accounts and such changes will take effect from a date agreed between the Customer and HKTC.
2.7 Unless otherwise agreed in writing by HKTC and subject to prior approval by the Telecommunications Authority, the International Call rates under the Call Plan are in lieu of and not additional to any discount, bonus, reward or scheme available to the Customer under any other HKTC call plan.
2.8 HKTC reserves the right to refuse the Customer's application for participation in the Call Plan if there are outstanding payments under any of the accounts registered in the name of the Customer or any of its participating Subsidiaries.
2.9 HKTC will invoice the Customer on a monthly basis for the after discount charges for International Calls under this Call Plan.
3. CALL PLAN DISCOUNTS
3.1 Call Plan Rates
If the Customer registers under the Call Plan, then the Customer will be entitled to the Call Plan Rates for International Calls made to the specified destinations that are invoiced to an Account registered under the Call Plan. Details of Call Plan Rates are listed in Clause 3.3 below.
3.2 High Volume Rates
Registered Customers can enjoy the High Volume Rates if Customer's total HKTC's International Calls usage spending, before country and other discounts, exceeds HK$1,500,000 a month. Details of High Volume Rates are listed in Clause 3.3 below.

4. Half-yearly Fee
4.1 If the Customer registers under the Call Plan, the Customer must pay to HKTC a Half-yearly Fee of $300,000 in respect of each half-year but this Half-yearly Fee will be waived for a half-year if the Customer's International Calls charges, before country and other discounts, for that half-year invoiced to Accounts registered under the Call Plan exceed $9,000,000 for that half-year.
4.2 The Customer may vary the nominated Account by giving 7 days' written notice to HKTC and the Half-yearly Fee will be invoiced to the new nominated Account after that 7 days' period.
5. TERMINATION AND VARIATION
5.1. The Customer may terminate its participation in this Call Plan at any time by giving HKTC not less than 7 days' written notice.
5.2 HKTC may at any time terminate this Call Plan by giving the Customer at least 7 days' prior notice to that effect.
5.3 If the Call Plan is terminated, the Customer must pay the applicable charges under the Call Plan for all International Calls made prior to the date of termination and HKTC's rates for International Calls made after the date of termination will be charged under any alternative plan or tariff selected by the Customer and failing such selection at HKTC's prevailing standard tariff rates.
5.4 Subject to prior approval from the Telecommunications Authority, HKTC may vary these Special Conditions at any time. HKTC will notify the Customer of any variation and that variation will take effect on the earlier to occur of, the date 7 days after the date of notification or a date agreed between HKTC and the Customer.
6. GENERAL
6.1 HKTC's obligation to perform any of the Conditions or the Special Conditions either in whole or in part will be suspended in the event that it is not reasonably able to perform those obligations as a result of causes beyond its reasonable control, including but not limited to, war, the threat of imminent war, riots or other acts of civil disobedience, insurrection, acts of God, restraints imposed by Governments or any other supranational legal authority or any other industrial or trade disputes, fires, explosions, storms, flood, lightning, earthquake and other natural calamities or any obligation under any licence.
6.2 The Customer shall not assign or transfer any of its rights, benefits and obligations under this Call Plan.
6.3 In the event that there is any conflict between the Conditions and these Special Conditions, these Special Conditions will prevail to the extent of that inconsistency.
6.4 The Special Conditions are available in English and in Chinese. The English version is the governing version and shall prevail whenever there is any discrepancy between the English version and the Chinese version.

TELECOMMUNICATION ORDINANCE (Chapter 106)
In accordance with General Condition 20 of the Fixed Telecommunications Network Services Licence, Hong Kong Telephone Company Limited, Hong Kong Telecom International Limited and Hong Kong Telecom CAS Limited (the Company) hereby publishes the following revision to its Special Conditions of Hello Phonecard Service Philippines Route Promotion with effect from 26 March 1999.Sub-clause 1.2 of the Special Conditions is deleted and the following substituted :
1.2 The Promotion will operate from 31 January 1999 to 25 April 1999 ("Promotion Periods"). On 16, 17 and 18 February 1999 and every Sunday during the Promotion Periods, the Customer using Hello Phonecard Service can enjoy the 24-hour Promotion Rate for calls to the Philippines. During 6:00 a.m. to 10:00 a.m. on Monday to Saturday from 8 February 1999 to 24 April 1999, the Customer using Hello Phonecard Service can also enjoy the Promotion Rate for calls to the Philippines.
All other Special Conditions filed by the Company to date remain unchanged.

In accordance with General Condition 20 of Fixed Telecommunication Network Services (FTNS) Licence, Hong Kong Telecom International Limited, Hong Kong Telephone Company Limited and Hong Kong Telecom CAS Limited ( "the Company") hereby publishes the Tariff Schedule comprising the tariffs, the terms and conditions under which it will provide the following telecommunication services.LOCAL ACCESS CHARGES
- 1.
- Service Description
The Company will provide to Fixed Telecommunication Network Services (FTNS) Operators, and External Telecommunications Service (ETS) Operators the following call conveyance and call delivery services in respect of Communications over all Category A routes whether or not delivered through the external gateway operated by the Company, and those Category B routes not delivered through the external gateway operated by the Company ('services'):
- (a)
- The Company will route and convey from a calling party that is a Connected Customer, to the Network of the ETS Operator which is directly connected to the Company's Network all Communications addressed to or via a Service Number of that ETS Operator,
- (b)
- The Company will deliver to the called party that is a Connected Customer, all Communications delivered to the Company's Network by an ETS Operator whose Network is directly connected to the Company's Network for delivery to the called party,
- (c)
- The Company will route and convey from a calling party that is a Connected Customer, all Communications addressed to or via the Service Number of an ETS Operator, to the Network of the FTNS Operator which is directly connected to that ETS Operator, for onward conveyance by the FTNS Operator to that ETS Operator,
- (d)
- The Company will deliver to the called party which is a Connected Customer, all Communications which have been delivered to the Company's Network by an FTNS Operator which is directly connected to an ETS Operator and which has received the Communications from the ETS Operator, for onward conveyance to the Company's Network and delivery by the Company to the called party,
- (e)
- The Company will route and convey from an FTNS Operator all Communications delivered to the Company's Network by that FTNS Operator which are addressed to or via the Service Number of an ETS Operator, whose Network is directly connected to the Company's Network, to the Network of the ETS Operator,
- (f)
- The Company will deliver to the Network of an FTNS Operator all Communications addressed to or via the Service Number of that FTNS Operator, which are delivered to the Company's Network by an ETS Operator whose Network is directly connected to the Company's Network,
- (g)
- The Company will route and convey from a Third Party Operator all Communications delivered to the Company's Network by that Third Party Operator which are addressed to or via the Service Number of an ETS Operator, whose Network is connected to an FTNS Operator's Network, to the Network of the FTNS Operator for onward conveyance by the FTNS Operator to the Network of the ETS Operator, and
- (h)
- The Company will deliver to the Network of a Third Party Operator all Communications addressed to or via a Service Number of that Third Party Operator, which are delivered to the Company's Network by an FTNS Operator whose Network is connected to an ETS Operator and which has received the Communications from the ETS Operator for onward conveyance to the Company's Network and delivery by the Company to the Network of that Third Party Operator.
- 2.
- Local Access Charges
- (a)
- The following usage charges are payable by the relevant ETS Operator to the Company for the Services, if the ETS Operator is directly connected to the Company and the call is delivered over circuits directly connecting the ETS Operator's and the Company's Network :
- (i)
- a local access charge of 15.1 cents per Occupancy Minute for the duration of each Communication conveyed by the Company pursuant to clause 1(a),
- (ii)
- a local access charge of 15.8 cents per Occupancy Minute for the duration of each Communication conveyed by the Company pursuant to clause 1(b),
- (iii)
- a transit charge of 3.6 cents, and a local access charge as published by the relevant FTNS Operator or such other amount as agreed by the relevant ETS Operator and FTNS Operator and notified to the Company by the relevant ETS Operator and FTNS Operator by written advice from time to time, per Occupancy Minute for the duration of each Communication conveyed by the Company pursuant to clause 1(e), and
- (iv)
- a transit charge of 4.3 cents, and a local access charge as published by the relevant FTNS Operator or such other amount as agreed by the relevant ETS Operator and FTNS Operator and notified to the Company by the relevant ETS Operator and FTNS Operator by written advice from time to time, per Occupancy Minute for the duration of each Communication conveyed by the Company pursuant to clause 1(f).
- (b)
- The following usage charges are payable by the relevant FTNS Operator to the Company for the Services if the relevant ETS Operator is not directly connected to the Company or the call is delivered over circuits not directly connecting the relevant ETS Operator's and the Company's Network :
- (i)
- a local access charge of 12.9 cents per Occupancy Minute for the duration of each Communication conveyed by the Company pursuant to clause 1(c),
- (ii)
- a local access charge of 12.9 cents per Occupancy Minute for the duration of each Communication conveyed by the Company pursuant to clause 1(d), and
- (iii)
- a transit charge of 3.6 cents, and a local access charge as published by the relevant Third Party Operator or such other amount as agreed by the relevant ETS Operator and Third Party Operator and notified to the Company by the relevant ETS Operator and Third Party Operator by written advice from time to time, per Occupancy Minute for the duration of each Communication conveyed by the Company pursuant to clause 1(g) or clause 1 (h).
3. Definitions In this Tariff, the following words and expressions have the following meanings:
- (a)
- Access Code" of the Company or an Operator means a number or range of numbers allocated to the Company or that Operator under the Numbering Plan used to enable access to the Company or that Operator for the provision of services pursuant to the Company's or that Operator's licence.
- (b)
- CLI" or "Calling Line Identification" means the information identifying the number of the telephone line or apparatus from which a Communication originates that is generated or transmitted by the relevant Network to which that line or apparatus is connected.
- (c)
- CLI Code of Conduct" means the Code of Conduct for handling CLI Information and the Code of Practice in relation to CLI and other CLI related services issued by the TA.
- (d)
- Communications" means communications which the relevant FTNS or ETS Operator and the Company agree shall be conveyed across their respective Networks between a place within Hong Kong and a place outside of Hong Kong , comprising:
- (i)
- voice, or data on the voice band, and / or ancillary signalling;
- (ii)
- CLI; and
- (iii)
- such other communications as may be agreed by the relevant FTNS or ETS Operator and the Company in writing,
all of which must be lawfully permitted under the respective Licences of the relevant FTNS or ETS Operator and the Company.
For the avoidance of doubt, 'Communications' include communications conveyed by an Operator in the provision of an external telecommunication service which , by virtue of its characteristics such as functions, technical interface for the customer terminal usable to access the service and tariff structure, is a close substitute for the International Direct Dialling (IDD) Services which are accessible by dialling the access code "001" or "002" and includes, but is not limited to , the following external services:
- (i)
- all services currently provided by an FTNS Operator accessible by dialling the codes with the prefix "00";
- (ii)
- telephone calling card services;
- (iii)
- callback services;
- (iv)
- virtual private network services;
- (v)
- services known as 'International simple resale services for facsimile and data';
- (vi)
- services known as 'International simple resale for voice'; and
- (vii)
- telephony services carried over data communication networks such as Internet and frame relay network.
- (e)
- Connected Customer" means a calling party or called party that transmits and / or receives Communications using facilities which are connected to the Network operated by the Company.
- (f)
- Licence" means: (i) in relation to the Company or an FTNS Operator, the Fixed Telecommunication Network Services Licence issued to it under the Telecommunication Ordinance; and (ii) in relation to an ETS Operator, the Public Non-Exclusive Telecommunications Service Licence for the provision of External Telecommunications Services, or for the provision of International Value-Added Network Services, issued to it under the Telecommunication Ordinance.
- (g)
- Network" of the Company or a relevant FTNS or ETS Operator means the telecommunications network and systems owned or operated by the Company or that FTNS or ETS Operator pursuant to its Licence or licensed under the Telecommunication Ordinance, including all facilities used in that network or those systems.
- (h)
- Numbering Plan" means the Numbering Plan for Telecommunications Services in Hong Kong issued by the TA, as amended from time to time.
- (i)
- Occupancy Minute" means the duration in relation to a Communication between the time of seizure of a circuit in the exchange within the Company's Network which is connected to the relevant FTNS or ETS Operator's or relevant Third Party Operator's Network (as applicable) until that circuit is released at the relevant exchange.
- (j)
- Operator" means, as applicable, the Company , the relevant FTNS Operator, the relevant ETS Operator, and includes a Third Party Operator.
- (k)
- Operator Identifier Number" means the information identifying the Operator from whose Network a Communication is generated, or is transmitted to, by the Company.
- (l)
- Service Number" of the Company or an Operator means:
- (i)
- span style="font:arial">an Access Code;
- (ii)
- a telephone number falling within a number range allocated to the Company or that Operator under the Numbering Plan (or, in the case of the Company, if applicable, any previous arrangements for allocation of numbers under which the telephone number remains allocated to the Company).
- (m)
- TA" or "Telecommunications Authority" means the Telecommunications Authority of Hong Kong.
- (n)
- Third Party Operator" means a person that owns or operates, from time to time, any telecommunications network, or system lawfully owned or operated by a third party FTNS Operator .
Appendix LAC SC.I.A
LOCAL ACCESS CHARGESSPECIAL CONDITIONS
1. General Terms and Conditions
1.1 The relevant FTNS or ETS Operator shall make its own arrangements, as agreed with or as directed by the Company from time to time for the necessary facilities required for the delivery of Communications to the Company whether it is directly connected to the Company's Network or via a Third Party Operator's Network.
1.2 The local access charges are payable by the relevant FTNS or ETS Operator whether it is directly or indirectly connected to the Company's Network. The relevant FTNS or ETS Operator is deemed to have subscribed to this Service and is bound by the terms and conditions under this Tariff once it delivers Communications to the Company's Network.
2. Security Deposit
2.1 At any time before or during the provision of the Services the Company may require the relevant FTNS or ETS Operator to provide a security deposit for Charges to be incurred in relation to the provision of the Services. The Company may in its discretion vary its requirement for a security deposit under this clause at any time.
2.2 A deposit may be held until:
- (a)
- termination of the Services ; and
- (b)
- all the relevant FTNS or ETS Operator's liabilities to the Company in respect of the Services are discharged.
2.3 The Company shall be entitled to apply the security deposit in whole or any part to satisfy any amount due by the relevant FTNS or ETS Operator to the Company.
2.4 A security deposit does not relieve the relevant FTNS or ETS Operator from its obligation to pay amounts to the Company it becomes due and payable, nor does it enables the relevant FTNS or ETS Operator to make allowance by way of set-off, deduction or withholding from any such amount. The deposit will not affect any right of the Company to suspend, cancel or terminate the Services for non-payment.
3. CLI and Operator Identifier Number
3.1 The relevant FTNS or ETS Operator and the Company shall except to the extent expressly directed by the TA to the contrary, provide the other as part of the call set up signal and without specific request the CLI for each Communication, (and, in the case of Communications received by the relevant FTNS or ETS Operator or the Company from a Third Party Network, when available).
3.2 Without limiting the generality of clause 3.1, the relevant FTNS or ETS Operator must ensure that the CLI provided to the Company under this Service shall include the Operator Identifier Number for each Communication.
3.3 The relevant FTNS or ETS Operator may request the Company to insert CLI for each Communication to be routed for that FTNS or ETS Operator. Such insertion will be subject to (a) the relevant FTNS or ETS Operator's Network being directly connected to the Company's Network, (b) written confirmation by the relevant FTNS or ETS Operator that its Network is unable to send CLI to the Company's Network, (c) written authorisation by the relevant FTNS or ETS Operator to the Company for inserting CLI on behalf of that FTNS or ETS Operator for each Communication, (d) agreement by the Company to such arrangement, and (e) conditions set out in this clause 3.
3.4 Subject to the CLI Code of Practice and the terms of any guideline or determination issued or made by the TA, the relevant FTNS or ETS Operator or the Company receiving CLI and Operator Identifier Number shall be entitled to use it for any lawful purpose including without limitation billing its own end customers.
3.5 The relevant FTNS or ETS Operator and the Company undertakes that it shall not tamper with modify or translate the addressing information (including the number, code or signal assigned to each Communication at the time the Communication is originated).
