FIXED TELECOMMUNICATIONS NETWORK SERVICES LICENCE
TELECOMMUNICATION ORDINANCE (Chapter 106)

In accordance with General Condition 20 of Fixed Telecommunication Network Services Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (collectively referred to as "the Company") hereby publishes the tariffs, the terms and conditions under which it will provide the following telecommunication services with effect from 1 November 1999.

Service Particular of Service

Business Select Packages - Money Back Guarantee Customers who register for Business Select Packages during 1 November 1999 to 31 December 1999, decide to disconnect the service in case of dissatisfaction, can request for a refund within one month's time from registration date. (Note 1)

Premium Hunting Packages - Money Back Guarantee Customers who register for Premium Hunting or Premium Hunting Plus during 1 November 1999 to 31 December 1999, decide to disconnect the service in case of dissatisfaction, can request for a refund within one month's time from registration date. (Note 2)

Note 1
The refund will be made only to the difference between the respective Business Select Package price and the Business Direct Exchange Line tariff. The refund is limited to only one time per line during the offer period of 1 November 1999 to 31 December 1999.

Note 2
The refund will be made only to the difference between the respective Premium Hunting / Premium Hunting Plus tariff and the Hunting Line tariff. The refund is limited to only one time per line during the offer period of 1 November 1999 to 31 December 1999.

Delivery Time of Service
Under normal circumstances, the delivery lead time is within five days.

Conditions of Service
This service is subject to the General Conditions of Service of the Company.

In accordance with General Condition 20 of the Fixed Telecommunication Network Services (FTNS) Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (collectively 'the Company') hereby publishes the tariffs, the terms and conditions under which it will provide the following telecommunications service effective 22 October 1999.
Service
ISDN2 Services Free Installation Offer

Particular of Service
During the offer period, CWHKTC will waive the installation charges for ISDN2 lines to be installed in Hong Kong on condition that the customer has also subscribed or already had an ISDN line in Shenzhen.
This offer is restricted to the subscribers in Shenzhen and Hong Kong bearing the same registered name, which cannot be extended to associate/affiliate/sister companies.

Offer Period
22 October 1999 to 21 December 1999

Delivery Time of Service
Under normal circumstances, the service provisioning lead-time is 14 calendar days.

Conditions of Service
This service is subject to the terms and conditions of the Company's General Conditions of Service and Datapak Special Conditions.

SPECIAL CONDITIONS
HELLO PHONECARD SERVICE AND PAYPHONE SERVICE INDONESIA
OUTBOUND ROUTE PROMOTION

The Hello Phonecard Service and Payphone Service Indonesia Outbound Route Promotion ("Promotion") is available to Customers of Cable & Wireless HKT Telephone Limited ("CWHKTC") subject to these Special Conditions, the Special Conditions of Hello Phonecard Service, and the General Conditions of Service of Cable & Wireless HKT International Limited, CWHKTC and Cable & Wireless HKT CAS Limited ("Conditions"):

1. Scope of the Promotion

1.1 The Promotion applies to all outgoing calls from Hong Kong to Indonesia by Customers using Hello Phonecard Service or Payphone Service except IDD Cashphone.

1.2 The Promotion will operate from 24 October 1999 to 31 December 1999 ("Promotion Periods").

2. Account Registration

2.1 Not Applicable.

3. Promotion Rate

3.1 On every Sunday during the Promotion Periods, the Customer using Hello Phonecard Service or Payphone Service can enjoy the following 24-hour Promotion Rate for outgoing calls from Hong Kong to Indonesia.

3.2 There is no further discount applied on top of the Promotion Rate.

3.3 The "Surcharge for making international telephone calls at payphone" is still applied to the calls made at payphones during the Promotion Periods.

4. General

4.1. If there is a conflict between the Conditions and the Special Conditions, the latter shall prevail to the extent of that inconsistency.

4.2. These Special Conditions may be translated into Chinese. The English version shall prevail if there is any discrepancy.

In accordance with General Condition 20 of the Fixed Telecommunication Network Services Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (the Company) hereby publishes the following revision to its Special Conditions of "Super International Call Plan Promotion" with effect from 1st November 1999.
Sub-clauses 1.2 and 3.1 of the Special Conditions will be deleted and the following substituted ---

"1.2 The Promotion will operate from 1st November 1999 to 30th November 1999 ("Promotion Period").

3.1 If the Customer registers under the Call Plan, then the Customer can enjoy the following Promotional Country Discount which will supersede the Call Plan Discount of the Call Plan during the Promotion Period.
