FIXED TELECOMMUNICATION NETWORK SERVICES LICENCE
TELECOMMUNICATION ORDINANCE (Chapter 106)

In accordance with General Condition 20 of the Fixed Telecommunication Network Services Licence, Cable & Wireless HKT Telephone Limited, Cable & Wireless HKT International Limited and Cable & Wireless HKT CAS Limited (the Company) hereby publishes the tariffs, the terms and conditions under which it will provide the following telecommunication service with effect from 24th January 2000.

SPECIAL CONDITIONS
HELLO PHONECARD SERVICE BUY THREE GET ONE FREE
MILLENNIUM PROMOTION

The Hello Phonecard Service Buy Three Get One Free Millennium Promotion (¨Promotion〃) is available to Customers of Cable & Wireless HKT Telephone Limited (¨CWHKTC〃) subject to these Special Conditions, the Special Conditions of Hello Phonecard Service, and the General Conditions of Service of Cable & Wireless HKT International Limited, CWHKTC and Cable & Wireless HKT CAS Limited (¨Conditions〃):

    Scope of the Promotion

      The Promotion is available to all Customers who purchase 'Millennium' Hello Phonecard, a special edition of Hello Phonecard, at selected agents defined by CWHKTC.

      The Promotion operates from 24th January 2000 to 23rd March 2000 (¨Promotion Period〃).

    Promotion Offer

      During the Promotion Period, CWHKTC will issue a special edition of 'Millennium' Hello Phonecards ("Cards"). Customers who purchase a set of three Cards of $50 each at a time at selected agent will be offered a piece of specially designed 'Millennium' Hello Phonecard with face value of $10 ("Free Card") free of charge. Not more than 50,000 pieces of Free Cards will be issued for the Promotion.

      The Free Card offer is valid while stock lasts.

      During the Promotion Period, CWHKTC will issue a special edition of 'Millennium' Hello Phonecards ("Cards"). Customers who purchase a set of three Cards of $50 each at a time at selected agent will be offered a piece of specially designed 'Millennium' Hello Phonecard with face value of $10 ("Free Card") free of charge. Not more than 50,000 pieces of Free Cards will be issued for the Promotion.

NOTICE OF WHOLESALE RATES FOR CATEGORY A DESTINATIONS

In accordance with the Telecommunications Authority's Statement "Local Access Charge and Modified Delivery Fee Arrangements" dated 25th November 1998, Cable & Wireless HKT International Limited, Cable & Wireless HKT Telephone Limited and Cable & Wireless HKT CAS Limited (the Company) hereby publishes the following revised rates under which it will provide delivery of calls to the Category A Destinations set out below in Appendix CATA-R1 for FTNS, PMRS, PCS and ETS licensees pursuant to its Fixed Telecommunication Network Services License. The revised rates for the Category A Destinations in the following appendix will supersede any previously published rates. Rates to other destinations remain unchanged.
