Post: Regulatory Affairs Officer (Engineering) (Non-Civil Service Vacancy)
Starting Salary Range: HK$46,400 - HK$50,900 per month depending on qualifications and experience.
Entry Requirements:
Candidates should have -
- a First or Second class honours bachelor’s degree in Electrical Engineering or Electronics Engineering from a Hong Kong University, or equivalent;
- at least 2 years’ working experience in the relevant field after obtaining the qualification mentioned in (a), preferably in the telecommunications sector, or equivalent; and
- met the language proficiency requirements of ‘Level 1’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent [Note (1)].
Duties:
The Regulatory Affairs Officer (Engineering) will be mainly responsible for –
- providing professional technical advice in specialist areas in connection with the regulation of communications services;
- monitoring the telecommunications market and implications on the development of the telecommunications industry, the regulatory framework, and the interests of the consumers of telecommunications services;
- providing support in research and analysis of policy and regulatory issues, including drafting of information notes, policy papers, guidelines and codes of practices;
- evaluating licence applications, enforcing licence conditions, regulations and industry code of practice and handling other licence administration matters from the technical perspective; and
- processing, reviewing and/or investigating cases in relation to anti-competitive conduct, mergers and acquisitions, misleading or deceptive conduct or other unfair trade practices of communications service providers.

Candidates who have sat for the CRE for more than one time should submit the best valid CRE results they have obtained.
The results in the Use of Chinese (UC) and Use of English (UE) papers of the CRE are classified as 'Level 2', 'Level 1' or 'Fail', with 'Level 2' being the highest.
Level 4 in Chinese Language of the HKDSEE; or Grade D in Chinese Language and Culture or Chinese Language and Literature of the HKALE, are accepted as equivalent to Level 1 in the UC paper of the CRE. Level 4 in English Language of the HKDSEE; or Grade D in Use of English of the HKALE; or Grade D in English Language of the GCE A Level, are accepted as equivalent to Level 1 in the UE paper of the CRE.
An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test is accepted as having met the English language proficiency requirement of the Regulatory Affairs Officer post. The IELTS test result must be valid on any date during the application period (i.e. from 5 to 18 January 2018).
- Candidates will be required to attend a selection interview cum written test. Where a large number of candidates meet the specified entry requirements, the recruiting department may devise shortlisting criteria to select the better qualified candidates for further processing. In these circumstances, only shortlisted candidates will be invited.
Terms of Appointment:
Successful candidates will be appointed on one-year non-civil service contract terms. Further renewal of contract will be subject to the candidate's performance and the service needs.
Fringe Benefits:
- A gratuity may be granted if the contract is satisfactorily completed with consistently high standard of performance and conduct. Such gratuity, plus any contribution made by the Government to a Mandatory Provident Fund (MPF) Scheme in respect of the appointee as required by the MPF Schemes Ordinance, will add up to 15% of the total basic salary drawn during the contract period.
- Rest days, statutory holidays, annual leave, maternity leave, paternity leave and sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
