Monthly Salary : Master Pay Scale Point 14 (HK$23,285 per month) to Master Pay Scale Point 33 (HK$56,810 per month)
Entry Requirements :
Candidates should have –
- a Hong Kong degree, or equivalent;
- a pass result in the Aptitude Test in the Common Recruitment Examination (CRE)(Note 1); and
- met the language proficiency requirements of ‘Level 2’ results in the two language papers (Use of Chinese and Use of English) in the CRE, or equivalent (Note 2 & Note 3); and be able to speak English, Cantonese and Putonghua fluently.
Recruitment written test:
Shortlisted candidates will be invited to take a written test in Hong Kong before being further considered for selection interviews. The written test is an English essay-type written paper which aims at assessing candidates’ proficiency in written communication and organisation abilities.
As it takes time to process all applications, an invitation to the written test does not imply that the candidate’s qualifications meet the entry requirements of the post of Entertainment Standards Control Officer. More information about the written test will be promulgated in our website (http://www.ofca.gov.hk) from late April 2014 onwards.
Main Duties and Responsibilities:
An Entertainment Standards Control Officer is mainly deployed on -
- administering television and sound broadcasting licences and ensuring compliance with the relevant legislation and licences by the licensees (including processing of applications for and renewals of licences and formulating fee proposals), reviewing and drafting codes of practice, and conducting research and public consultation on various aspects of broadcasting;
- handling complaints about television and sound broadcasting services;
- providing secretariat services to the Communications Authority and its committees, and the Hong Kong Film Development Council;
- examining films according to the film censorship standards and administering the Film Censorship Ordinance; and
- promoting Hong Kong films and enhancing the long-term development of the local film industry, processing applications under the Film Development Fund, and providing one-stop services for location filming in Hong Kong and promoting Hong Kong as a choice filming location.
Notes:
- Candidates’ results in the Aptitude Test (AT) paper of the CRE are classified as Pass or Fail.
- Candidates who have sat for the CRE for more than one time should submit the best valid CRE results they have obtained.

Results in the Use of Chinese (UC) and Use of English (UE) papers of the CRE are classified as ‘Level 2’, ‘Level 1’ or ‘Fail’, with ‘Level 2’ being the highest.
‘Level 2’ and ‘Level 1’ results of the two language papers and Pass result of the AT paper obtained from December 2006 onwards are of permanent validity. Applicants with valid requisite results in the AT, UC and UE papers obtained in previous CREs are deemed to have met the entry requirements (b) and (c) of the CRE results.
Grade ‘C’ or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE) is accepted as equivalent to ‘Level 2’ in the UC paper of the CRE. Grade ‘C’ or above in Use of English of the HKALE or English Language of the General Certificate of Education (Advanced Level) is accepted as equivalent to ‘Level 2’ in the UE paper of the CRE.
An overall band of 6.5 or above with no subtest score below band 6 obtained in the same sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test is accepted as equivalent to ‘Level 2’ in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period (i.e. from 20 December 2013 to 2 January 2014).
- For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of the BL in the community, assessment of BL knowledge will be included in the recruitment for all civil service jobs. Under the prevailing practice, results of the BL test for degree/professional grades will constitute an appropriate weighting in a candidate’s overall assessment. However, the result will not affect a candidate’s eligibility for applying for the above post. As a general principle, the main consideration for suitability for appointment remains a candidate’s qualifications, experience and calibre.
Terms of Appointment : A new recruit will normally be appointed on civil service probationary terms for 3 years. Upon passage of probation bar, the officer may be considered for appointment on the prevailing permanent terms.
