    The Office of the Communications Authority (OFCA) has commissioned MVA Hong Kong Limited (MVA) to conduct an opinion survey on domestic free television programme services (Survey) from June to August 2025. The purpose of the Survey is to gauge public views on the services of the three domestic free television programme service licensees.

    To ensure that every household unit in Hong Kong has an equal chance of being selected for the Survey, sampled households are selected randomly. OFCA has issued notification letters to the sampled households, inviting them to call MVA's service hotline (2866 6653) for making appointments for face-to-face or telephone interviews. The selected household member can also complete an online questionnaire. A unique serial number is provided on the top left hand corner of each letter for the selected household to verify the authenticity of the Survey with the survey firm. If a household has not made an appointment for an interview or completed the online questionnaire, survey staff will visit the household and assist in completing the survey. Each household member is expected to complete the questionnaire in around 20 minutes, depending on the actual circumstance.

    To facilitate the selected households to verify the identity of the enumerators or to update information, in addition to MVA's service hotline stated above, OFCA has also set up a designated hotline (2961 6320)1 for enquiries by the selected households.

    We appeal for the support of all the selected households to actively participate in the Survey. The views collected from the selected households will be very important to OFCA in understanding the domestic free television programme services provided by the licensees.

    1 Monday to Friday, 9:00 a.m. – 12:30 p.m. and 1:30 p.m. – 5:30 p.m.; closed on Saturday, Sunday and Public Holidays. If the line is busy or calling outside the office hours, please leave a message to the Voice Mail System, including the contact information and the serial no. provided in the notification letter.
